The Role:
The Organizational Effectiveness (OE) Consultant serves as a strategic partner to the holding company and its subsidiaries by designing, implementing, and sustaining enterprise OE, culture, and talent practices that enable strong performance, engagement, and organizational health. This role supports the organization as a shared services function, ensuring consistency where it matters, while allowing flexibility to meet local business needs.
Approximately 80% of this role focuses on organizational effectiveness, culture, onboarding and people practices including talent management, engagement, leadership and development initiatives. Approximately 20% of this role is dedicated to advancing the organization’s Access and Inclusion initiatives and Culture of Caring strategy across corporate and field environments. This consultant owns the strategy, measurement, and enterprise coordination of this work, partnering closely with executive sponsors, Employee Resource Group (ERG) leaders, HR Business Partners, and key stakeholders across multiple states.
Day to Day:
Organizational Effectiveness and Culture (Approximately 80%)
- Lead enterprise OE initiatives that translate the company’s talent philosophy and people strategy into practical, scalable practices across the holding company.
- Partner with HR Business Partners and leaders to assess organizational needs and deliver shared‑service solutions that improve performance, engagement, and leadership capability.
- Design and integrate core talent practices, including talent identification, performance management, development pathways, leadership competencies, and succession enablement.
- Drive data‑informed decision making by using engagement results, OE KPIs, and talent metrics to identify priorities, measure impact, and guide continuous improvement.
- Contribute to leadership development, training, and learning strategies by shaping content, frameworks, and programs that build enterprise capability.
- Enable leaders with clear tools, frameworks, and guidance that support consistent application of OE and talent practices across corporate and field environments.
- Design and maintain onboarding frameworks, standards, and success measures that enable subsidiaries to deliver effective local onboarding while reinforcing enterprise culture, values, and expectations.
- Collaborate across HR and enterprise partners (Communications, IT, Safety, Operations) to deliver integrated people and culture solutions.
Access and Inclusion (Approximately 20%)
- Own and advance the enterprise Access and Inclusion initiatives and Culture of Caring strategy, ensuring alignment with organizational values, business priorities, and OE goals.
- Partner with Executive Sponsors and Employee Resource Group (ERG) leaders to strengthen governance, effectiveness and alignment.
- Support ERG leaders through strategy, structure, and measurement, enabling their work to have meaningful enterprise impact across corporate and field locations.
- Design, track, and report on Access and Inclusion and culture-related key performance indicators (KPIs) to assess progress and inform leadership decisions.
- Collaborate with HR and business leaders to embed inclusive practices into talent, engagement, leadership, and culture initiatives.
- Serve as a thought partner to the Chief People Officer on Access and Inclusion and cultural considerations, ensuring equity is built into processes and outcomes
Come on your first day with:
- Bachelor’s degree with a major in business, human resources, organization development or equivalent discipline/experience.
- Requires a minimum of 5 years (level 2) or 8 years (level 3) experience in Organizational Development, with leadership and employee development knowledge, with experience in instructional design and delivery of training and data analytics.
- Strong understanding of adult learning theories and instructional design principles.
- Ability to collaborate effectively with diverse teams and build relationships at all levels of the organization.
- Clearly conveys information and ideas through oral and written communication to stakeholders at all levels in the organization.
- Strong facilitation and public speaking skills.
- Highly flexible, collaborative, self-directed, and adapt well to a rapidly changing environment.
- Analytical mindset with the capability to gather and interpret data to assess training effectiveness.
- Professional certifications in instructional design principles, training facilitations or related fields are a preferred, including DISC, Crucial Conversations, Hogan, etc.

Base salary range: $81,500.00 - $111,850.00 (Level 2) or $98,450.00 - $140,300.00 (Level 3) per year, depending on qualifications
Annual Target Incentive: Level 2, 9.5% target
Level 3, 9.5% target
Targets are calculated using eligible earnings during plan year participation. Payout, if earned, is based on company and individual performance for each plan year and may range from 0% – 200% of target. Targets are subject to change in subsequent plan years. Must be employed by September 30 in order to receive any prorated payout.
