Financial/Economics Analyst 2/3 (Rates) 

Non-Union Position
Rates/Regulatory 1; Portland, Oregon (US-OR)

The Role:

 

Participate in the modeling, forecasting, analysis and design of NW Natural’s gas and water rates. Prepare, analyze and submit financial reports of the natural gas utility, rate proposals and customer impact analysis.  Analyze data and financial information relevant to gas and water rates (revenues, expenses and asset base) for management and regulatory review.  Assist in developing incentive based rate making, rate design and rate spread.  Assists Company by responding to inquiries regarding rates, impacts of Company costs on customers, and a variety of technical analytic issues related to rates and/or regulation.  

Day to Day:

 

  • Assist with statistical modeling of customer usage, weather and other characteristics as necessary
  • Produce analytical models and ideas for new rate making and/or design proposals 
  • Develop and maintain models and supporting analyses needed for regulatory financial reports.
  • Prepare and analyze various data sets, calculations, and charts needed for management review and decision making.
  • Assist in preparing general rate case applications and in settlement and administrative litigation efforts including preparing and reviewing responses to regulatory bodies’ requests for information.
  • Help prepare business proposals to senior and executive management. 
  • Refine and recommend favorable adjustments to current or proposed financial mechanisms.
  • Participate in preparation of the annual commodity rate update, annual Results of Operations reports, and annual rate adjustment filings.
  • Calculates impact to customer rates on all new rate proposals
  • Conducts research and summarizes financial topics and industry developments and at times, will propose financial mechanisms or recommendations to internal management.  
  • Contributes to a team environment responsible for managing the Company’s relationship with and requirements of the Public Utility Commission of Oregon, the Washington Utilities and Transportation Commission, other state jurisdictions, and the Federal Energy Regulatory Commission.
  • Builds and manages relationships with outside economic regulators and other intervening parties. 
  • Performs other duties as assigned by Manager.

Come on your first day with:

 

  • Bachelor’s degree in Business Administration, Finance, Accounting, Economics, or related field.
  • Masters degree preferred, but not required.  
  • Minimum of 3 years in financial analysis, accounting, ratemaking and/or economics experience or related field.  
  • Knowledge of technical and financial characteristics of the energy industry or proven ability to quickly develop expertise required.  
  • Excellent verbal communication skills and ability to interact with employees at all levels with tact, confidentiality, confidence and diplomacy.
  • Ability to explain complex problems and solutions to an uninformed audience
  • Excellent written communication skills including the preparation of documents and reports for varied audiences.
  • Ability to create and present analytical topics and proposals to all levels of the company and regulatory audience
  • Proven ability to facilitate and coordinate projects; skill in organizing multiple tasks and managing time effectively to meet deadlines and balance priorities.
  • Must be comfortable with a team approach to large, complex projects.
  • Experience participating in complex projects across disciplines.
  • Proven ability to gain trust quickly and to maintain confidentiality and credibility with peers and management at all levels within the organization.  
  • Excellent organizational skills with attention to detail. 
  • Self-motivated and able to work independently to accomplish personal responsibilities.
  • Moderate to high level of proficiency with Excel and other Microsoft Office applications.

Base salary range: $74,800.00 - $102,650.00 (Level 2) or $90,350.00 - $128,750.00 (Level 3) per year, depending on qualifications

Annual Target Incentive: Level 2, 9.5% target
                                           Level 3, 9.5% target
Targets are calculated using eligible earnings during plan year participation. Payout, if earned, is based on company and individual performance for each plan year and may range from 0% – 200% of target. Targets are subject to change in subsequent plan years. Must be employed by September 30 in order to receive any prorated payout.
